The Old Yishuv Court House Museum presents "Tipat Chalav": through photographs, a film, objects and artifacts, the exhibit shows the revolution that Tipat Chalav initiated in Israeli medical care and Tipat Chalav's contribution to the increased life expectancy of babies and their mothers.

At the end of the Ottoman period the infant mortality rate in Jerusalem was among the highest in the world: four out of five babies did not reach the age of one year. The reasons for the short life expectancy of babies and birthing mothers were many: lack of medical knowledge, difficult hygienic conditions, overcrowding and poverty. Many babies died of starvation, since their mothers were not able to breastfeed them. Tipat Chalav was established in the Jewish Quarter of the Old City of Jerusalem in June 1921 to respond to this situation. Nurses from Hadassah kept track of babies' medical care and progress and mentored mothers. The Hebrew Women's Association organized donations and pasteurized milk for needy families.
